preconfig: A Versatile Configuration File Generator for Varying Parameters

Running preconfig config.cym.tpl will generate files corresponding to all possible combinations, of parameter variations specified in the template file. The name of the files to be generated is derived from the name of the template file, by splitting the name and extension (blue and red parts).
